The short answer is yes — you can build in a flood zone in South East Queensland. But whether your project proceeds smoothly or runs into costly, time-consuming problems depends entirely on how well you understand the flood constraints that apply to your site.

Flood overlay requirements vary significantly across SEQ councils. What is permissible in one jurisdiction may require a full development assessment in another. Getting these requirements wrong at the design stage can mean expensive redesigns, delayed approvals, and — in some cases — buildings that cannot be certified for occupation.

Step 4: Electrical and Building Services Must Be Designed to Clear Flood Height

In addition to floor level requirements, flood-affected buildings must be designed so that electrical infrastructure — including switchboards, meters, outlets, switches and other services — is located above the applicable flood height.

It also significantly increases the cost and complexity of post-flood recovery, as affected systems typically require full replacement before the building can be safely reoccupied.
