If you’ve pulled a FloodWise Property Report or reviewed a flood study for a development site in Brisbane or South East Queensland, you may have come across a term that sounds technical but gets very little plain-English explanation: H3 flood hazard.
Most property reports flag it without much context. And most developers either dismiss it — or panic unnecessarily.
Neither response is helpful.
This article breaks down exactly what H3 means, where it sits on Queensland’s flood hazard scale, and — most importantly — what it means for your development application, your building design, and your bottom line.
What Are Queensland Flood Hazard Categories?
Queensland uses a flood hazard classification system that runs from H1 to H6, based on the Australian Institute for Disaster Resilience (AIDR) Guideline 7-3.
This system doesn’t just measure how deep floodwater gets. It measures the combination of water depth and flow velocity — because moving water at 0.5 metres deep can be far more dangerous than still water at 0.8 metres.
Here’s a quick overview of the scale:

H3 sits squarely in the middle of this scale — and it’s one of the most commonly misunderstood ratings because it doesn’t trigger the same alarm bells as H5 or H6, yet it carries real planning and engineering implications.
What Does H3 Flood Hazard Actually Mean?
At H3, floodwater is no longer a passive risk. It’s moving with enough force to be dangerous.
In practical terms, an H3 flood hazard designation means:
- Unsafe for vehicles — the combination of depth and velocity is sufficient to carry or destabilise a car
- Unsafe for children and the elderly on foot — the water force exceeds what vulnerable people can safely navigate
- Structural risk to some building types — lighter construction and certain materials are at risk without proper engineering consideration
- Increased scrutiny from Council — development applications on H3-rated sites will face a higher level of assessment
The key thing to understand is that H3 is not just a number on a map. It reflects real physical conditions during a flood event — and those conditions directly affect how your site needs to be designed and assessed.
How Is Flood Hazard Different From a Flood Overlay?
This is where a lot of developers get caught out.
The Council flood overlay is a broad planning tool. It covers entire suburbs and regions and is designed to flag general areas of flood risk. It’s a useful starting point — but it was never designed to give you a definitive, site-specific answer.
The flood hazard category (including H3) goes a step further. It’s derived from detailed hydraulic modelling that accounts for the actual depth and velocity of floodwater across a specific area. It’s what engineers, certifiers, and Council assessors use to determine what controls need to apply to your development.
In short:
- The flood overlay tells you if flood risk might apply
- The hazard category tells you how bad that risk is and what it requires of your design
What Does an H3 Rating Mean for Your Development Application?
Here’s the question most developers actually want answered: can I still build?
The short answer is yes — H3 does not automatically prevent development. But it does mean Council will require more from you, and your engineering team needs to be across the implications from day one.
Specifically, an H3 flood hazard designation typically means:
A Detailed Flood Assessment Is Required
A site-specific flood impact assessment (FIA) from a Registered Professional Engineer of Queensland (RPEQ) will almost certainly be needed. This confirms the actual flood behaviour on your specific lot — not just the surrounding area.
Minimum Floor Levels Need Careful Engineering
Your minimum habitable floor level must be set above the Defined Flood Level (DFL) for your site, plus any freeboard required by Council. On an H3-rated site, getting this wrong is costly — a redesign after a DA refusal is far more expensive than getting the right advice upfront.
Building Materials and Structural Design Are Scrutinised
Council will want to see that materials used below the flood level are flood-tolerant, and that the structure is designed to withstand the forces of moving water — not just depth.
A Stormwater Management Plan May Be Required
Depending on the site and the flood source — riverine, creek, or overland flow — you may also need a stormwater management plan demonstrating that your development doesn’t worsen flooding on neighbouring properties.
H3 and Overland Flow: A Common Combination in SEQ
In Brisbane and South East Queensland, H3 ratings frequently appear alongside overland flow — the sheet flow of rainwater across the surface that doesn’t follow a creek or drain.
Overland flow is the most common type of flooding in Brisbane, and it’s also the least well-understood by property owners and developers. Unlike riverine flooding, which tends to affect large areas and gives some warning, overland flow can be highly localised and fast-moving.
If your FloodWise Property Report flags both an H3 hazard and an overland flow path, you are dealing with a site where water moves — not just pools. This combination typically requires a site-specific hydraulic assessment before Council will issue approval for subdivision or development.
What Should You Do If Your Site Has an H3 Rating?
Don’t assume it’s a dealbreaker. Many successful subdivision and development projects across SEQ have been delivered on H3-rated sites with the right engineering approach.
Get a civil engineer involved early. The earlier you bring in an RPEQ with flood assessment experience, the more options you have. Engaging after DA lodgement — or worse, after a refusal — significantly limits your position.
Understand your site-specific DFL. The flood hazard category gives you a risk rating. The Defined Flood Level gives you the actual number your design must respond to. You need both.
Factor the constraints into your feasibility. An H3 rating may affect your design, your floor levels, your buildable area, and potentially your site’s yield. Understanding this upfront means you can price it in — rather than discover it mid-project.
